Access to The Path denied

I am trying to update the adapter and getting "Access to Path Denied"   On another computer, it will not access the internet even though other programs can. I am using BlueFire Firmware Updater 7.0.1

Do you have a firewall or other security Apps that may be blocking the access? If so, try turning them off before running the Firmware Update program.

yes, I did turn off the fire wall and checked the permissions of the folder

I am also getting this error.  Access to the path is denied, does not say what path it needs access to.
I am running it as administrator.
All firewall / anti-virus software disabled.

I think it is trying to access oem64.inf.tmp.  The GHI Electronics , LLC 3/28/2016 Driver Version 16.1.1.0
