Topic: Speedometer odd behavior

Can’t figure out why speedometer gauge reads:

When actual speed < 40mph, reads actual speed + 40. Eg, speed = 5mph, speedometer says 45mph.

When actual speed >= 40mph, reads correctly.

Anyone have insight on how to correct this?
